Rain floods this city, not surge

It surprises people, but Lake Charles's flood losses are rainfall-driven. The May 2021 storm was the largest flood loss event in Calcasieu Parish history — bigger than Laura, Delta, Rita or Ike individually. Hurricane Laura, a Category 4, drove far more wind loss than flood. Laura was a wind catastrophe, not a flood one.

Most claims come from the "low-risk" zone

Across the 2020–2021 disaster years, a large share of Calcasieu Parish flood claims came from properties rated in Zone X — outside the high-risk zone where flood insurance is mandatory. A great many of the flood policies in force here are on Zone X homes. Being outside the mapped zone has not meant being outside the water.

The surge risk that has not happened yet

The National Hurricane Center noted that Laura's surge into the Lake Charles area was limited because the eye came ashore just east of Calcasieu Pass — and that a landfall roughly 20 nautical miles further west could have driven surge 5 to 10 feet higher here. Rita in 2005 pushed water up the Calcasieu River and flooded downtown three to six feet. The tail risk is real even though it has not been realized recently.
